Being a perfect example of Solomon's diplomacy, the report presented by the International Commission for Instigation of the August 2008 events in the Caucasus has caused another wave of tension. For instance, human rights defenders are calling to hold liable those being guilty of people's death. Is it really possible to bring to account the high-ranking officials who gave orders in the hot August 2008? The GeorgiaTimes correspondent tried to clear up the matter.
The analysts did not expect any cardinal changes when the report on the last year war in Georgia prepared by the commission under the guidance of Kheidi Tagliavini was revealed at last. Generally speaking, the European experts gave everyone his due, having accused all the parties of the conflict. Indeed, can anyone be right or wrong in a military collision?
The general conclusion of the multi-page report goes as follows: Georgia started a conflict while Russia provoked it, having applied "excessive force". Both Moscow and Tbilisi have got their claims against the Europeans as to certain points; still, on the whole, the parties are satisfied.
While the Russian and Georgian politicians were promoting their version of the report, it was the human rights defenders who added fuel to the flame.
Human Rights Watch (HRW) international organization demanded to hold liable those who violated the military law and was in this or that way guilty of the death of common citizens and destructions during the military conflict in the South Caucasus in summer 2008.
"The international community paid primary attention to the question who was the first to start shooting but one should not leave aside the responsibility of the conflict participants, - stated Holly Cartner, HRW Director for Europe and Central Asia, Kavkazskiy Uzel reports.
The human rights defenders remind that in its report, EU stated violation of the international standards of humanitarian right on the part of all the conflict participants: Georgia, Russia and South Ossetia.
Georgia instantly responded to the human right defenders' initiative. For example, political expert Irakliy Sesiashvili referred to the Human Rights Watch demand as to a fair one.
As he explained to the GHN agency, "one should conduct an objective investigation despite of its unfeasibility in the context of the current regime. The Georgian jurisdiction is not independent but it does not mean that we must not punish the guilty".
I am no investigator and I am no judge but we must investigate why the international standards were infringed", - Sesiashvili stated. In his opinion, the Georgian Constitution was infringed when the president decided to use armed forces against the territorial entities of his county (South Ossetia - I.P.).
The similar opinion preceded the statement made by the human rights defenders; it was expressed by leader of the oppositional Way of Georgia Salome Zurabishvili in her article published on the web-page of radio Svoboda, as the Georgian Internet edition Civil.ge reports.
"President of Georgia should be held liable for initiating military aggression against South Ossetia", - she says.
In her article, Salome Zurabishvili, an active participant of the spring protest actions, also outlined her opinion about the way the country should follow after the publishing of the report of Tagliavini's commission about the August 2008 war.
