The Georgian President Mikhail Saakashvili recognized the new Kirghiz government. It seems natural as it is headed by the ex participant of the Georgian «revolution of roses» with the symbolic name Rosa Otunbaeva. She has already extended the hosting term of the American base «Manas» in Kirghizia for which, according to experts, Russia did not mind the dismissal of Kurmanbek Bakiev.
The Kirghizian overturn roused Georgians. The opposition started speaking on the possibility of repetition of the scenario in Georgia. All Georgian authorities unanimously condemned the hints of the Russian President Dmitry Medvedev who predicted the destiny of Bakiev's clan to all authorities losing contact with people. «If people are dissatisfied with the authorities and the authorities do not take the required measures aimed at solving their problems, especially when the authorities lose contact with the general public, in such a case the Kirghizian scenario may be repeated in any country», he said.
Tbilisi immediately took Medvedev's words as referring to itself. The expert Mamuka Areshidze declared it directly, advising the authorities not to bring people down to the limit and make the elections as free as possible. One of the leaders of the parliamentary opposition party «Christian Democratic Movement of Georgia» Levan Vepkhvadze considered Medvedev's statement as admitting Russia's complicity in the Kirghizian events. And Soso Tsiskarishvili suggested that Medvedev should think about his own image in the eyes of Russians.
The official Tbilisi waited prudently, not sure to place its stake either on the new Kirghizian authorities or on the old ones.
However, during the last weekend Georgia's course was determined, and President Mikhail Saakashvili contacted Rosa Otunbaeva on the phone. This does not mean that he had no time before. On the contrary, some humanitarian cargo was sent to Kirghizia during the very first days of the disorders.
It is that at the end of last week Bakiev, according to some Internet statements, gave up his powers. And the head of the Kirghizian provisional government managed to assure the Americans that the contract for leasing the Transit Transportation Center in the Manas Airport would be extended.
Many experts, both American and Russian ones, named Manas the key reason why Russia supported Bakiev's opposition. Earlier in exchange for the base liquidation Moscow promised to provide Kirghizia with a free grant for 150 mln. dollars and lax credit for 300 mln. dollars, as well as to cancel the debt of 180 mln. dollars. Besides, a joint investment project for the construction of Kamabaratinsky hydroelectric power stations was being developed.
Bakiev broke his promise and instead of liquidation transformed the base into a Transit Transportation Center. The credits and projects were immediately frozen. The oppositionists were honoured an audience with Russian officials, and Russian mass media wrote about the sins of Bakiev's clan.
The disorders of 6 April seemed to become a logical follow-up of the Kirghizian opposition support on the part of Moscow.
However, in this case one should have expected from Otunbaeva's provision government that Manas would be shown the door. Instead, the new Bishkek authorities decided to leave the base. They referred to the absence of the parliament that had to vote for the extension or termination of the contract with the American army this July. As the legislative body will not be formed until this autumn, the base will «automatically» remain on the Kirghiz ground.
