Caucasian confederacy: mission impossible2011-09-07 11:40
Mikhail Saakashvili's dreams of creating a Confederacy with one of the most influential states in the South Caucasus have burst like a bubble. For the whole year the Georgian leader has been trying to soap down Ilham Aliyev to make Azerbaijan help Georgia enhance cooperation, for an association that will make the borders transparent might help the region jointly integrate into the European Union. However, official representative from Baku Ali Gasanov took Mishiko's initiative without enthusiasm.
The public was agitated last July when the sacred word "confederacy" sounded at Ilham Aliyev and Mikhail Saakashvili's meeting. Many people took the Georgian president's idea as another step of the confrontational geopolitics in respect of Moscow. Russian military bases in Ukrainian Sevastopol, Abkhazia and Armenia, with which the Kremlin expanded military cooperation, made Mikhail Nikolozovitch seriously nervous and forced him to seek for a protector. Azerbaijan, which managed to take a certain niche in the South Caucasus within twenty years of independence, was viewed as a remedy from many Georgia's mishaps.
Consolidation of a "horizontal" union of Tbilisi, Baku and Ankara could hamper the enhancement of connections between Russia, Armenia and, perhaps, Iran, especially that the American sovereign has long been advising Saakashvili to set up closer relationship with other countries so as to realize the idea of an overturned Transcaucasian Federation that existed in Soviet Russia. However, no one has so far displayed the desire to make friends with the crazy tie-eater. Despite Azerbaijan and Yerevan confronting each other on Nagorny Karabakh and the fact that Moscow has given up any relations with Georgia because of the August-2008 conflict, Mr. Aliyev and Russian President Dmitry Medvedev perfectly realize that there should be no obstacles between them.
In which politico-legal area was the Confederacy to act, according to Mikhail Nikolozovich's idea? Head of Public and Political Department at the Azerbaijani President's Administration Ali Gasanov only mentioned that Baku was ready to share its economic wealth with neighbours, and that's all. "Azerbaijani state thinks not only about its own development but also about the development of Georgia and the future of the Azerbaijani living in Georgia. Any country's primary concern is its own national interests, safety and development. However, one cannot leave out the geostrategic elements and the neighbours' interests; otherwise, one can find oneself in complete isolation", - he remarked.
Indeed, alongside with the RF, Azerbaijan possesses serious natural resources. European consumers also tried to use Baku as potential filler for Nabucco gas pipeline but it turned out later that fuel would not be enough for everyone. Instead, it is no problem to help the small Georgia, solely in the context of strategic partnership. Tbilisi has long been racking its brain on how to increase its own energy safety and even developed several projects jointly with such "Russia's foes" as itself. Besides Nabucco, it is also Transcaspian, White Stream, Euro-Asian oil-transport corridor, as well as AGRI and another initiative called South Corridor.
