Greenpeace and the WWF asked UNESCO to protect the Caucasian Biosphere Reserve from the Russian FSB Border Guard Department in Karachaevo-Cherkessia. The military have penetrated deep into the protected area with capital structures without authorizing documents. Their points of dislocation are on the way of bison, deer, wild boars, bears, crossing the river Tsahvoa and Malaya Laba. The environmentalists were planning to release there a Persian leopard in order to restore its population. Now, employees of the reserve have to breed there other mammals - the border guards.
Russian FSB Border Guard Department in Karachaevo-Cherkessia has violated the rules of Russian and international law, having built "the heating position" in the Caucasian Biosphere Reserve, 30 kilometers from the border with Abkhazia.
Construction began in April. Armed men simply seized a piece of land in Masty district of Krasnodar region, near the confluence of the rivers Tsahvoa and Malaya Laba, and brought there construction materials by helicopter. When Rosprirodnadzor employees came there, the sentries did not let them close to the object border. Nevertheless, they managed to see the two bridges on concrete piers and three buildings with foundations.
In addition to the fact that this "heating position" can't be called a need at the border, which runs much farther south, it is also located in the so-called "zone of peace". The employees of the Caucasian Reserve told GTimes that bison, deer and wild boar cross here narrow rivers. Then they get into the gorge, from which there is no exit and also no possibility of return: the constant presence of border guards frightens the beasts.
"This is the place of the seasonal concentration of ungulates", program manager on the biological diversity of WWF-Russia Vladimir Krever told GTimes. "We are going to release leopards there, and constant presence of people there, especially with a weapon, this is absolutely unjustified. This is an additional noise. Animals are afraid of people. Only God knows where they will migrate. And the structural integrity of this area of the reserve will be broken. Bison will leave this area; leopards would run away if we release them there".
"Article 51 of the City Development Code clearly indicates that the construction work in the protected area (PA) of the federal values can be held only with the permission of the federal executive body, which is managing these protected areas", the representative of the WWF said. "That means that they must have permission from the Ministry of Natural resources and Environment, but they don't have it. To obtain it, they had to prepare a project document, to pass environmental review, and only then to ask for permission. They have violated the law of the state ecological expertise. They have also violated a law on special protected areas".
The administration of the reserve, as well as the «EkoVahta in the North Caucasus» and «WWF», has filed appeal to the military prosecutor's office which will decide whose side is true. Then, at the June session of the UNESCO in St. Petersburg, Russia will be able to make a note of protest, as it was after violations in the Olympic construction in Sochi.
