Loud criminal investigations are being continued in Nalchik. After the defendants in the "case of the Philharmonic", the suspicion of fraud with the ground fell on the mayor of the capital of Kabardino-Balkaria Zalimgeri Hagasov. He has granted free land lots worth 14 million rubles. Against the backdrop of the lawlessness of the North Caucasian officials both Nalchik revelations are not worth a damn. Therefore, the head of the Kabardino-Balkaria Human Rights CenterValery Khatazhukov stated the arrests in the country only discredited the fight against corruption.

The Mayor of Nalchik Zalimgeri Hagasov signed the documents on granting of two suburban lots with a total area of more than 4 million square meters in the prestigious area of the city. Zaurbi Dzahmyshev and Hasanbi Khafizov have got the tasty morsels of land for free. Hasanbi Khafizov was in the list of participants of the international investment forum in Sochi as an assistant to the president of the RKB on safety.

Investigators believe that Hagasov exceeded powers (Part 1 of Art. 286 of the Criminal Code of the RF), when granted dacha plots, not intended for dacha construction. In addition, he used a flaw in the local legislation, which does not limit the amount of land available to citizens free of charge. As a result, the mayor has damaged the budget of 14.3 million rubles.

In early June, the head of the administration of the head of the Kabardino-Balkaria Vladimir Zhamborov, his brother, former Deputy Minister for State Property Management and Land Resources Ruslan Zhamborov, the head of the same ministry Habdulsalam Ligidov and entrepreneur Madina Hatsukova became the victims of the same campaign. Special Forces unit was landed in the republic in an atmosphere of secrecy to arrest them.

The media called the clean-up in Nalchik the beginning of the fight against corruption in Russia, promised by the new Minister of Interior Vladimir Kolokoltsev. GTimes' interlocutors in the republic also have expressed a timid hope that the arrests would be the first step toward restoring order in the country, seized by a clan of President Arsen Kanokov.

However, Kanokov wasn't scared by the attacks and told reporters that he would seek the termination of criminal proceedings on the Philharmonic, and then punishment of those guilty in its instituting. At the same time, everyone in the country knows that the main Kanokov's competitor, interested in his removal, is Yuri Kokov, the brother of former President, now heading the General Department for Countering Extremism (GUPE) of the Ministry of Interior of Russia.

The second case on fraud with land lots in the center of Nalchik, as insignificant as the case on the Philharmonic, has rather disappointed the townspeople than encouraged them. According to the head of the Kabardino-Balkaria Human Rights Center Valery Khatazhukov, this doesn't correspond to the fight against corruption. "All of this is more like the struggle for power, the struggle for property", he said in a conversation with GTimes reporter. "Personally, I have a feeling that customers of this situation are not interested in the fight against corruption".
