Flora and Fauna Research Center of Batumi, where world-known Batumi Dolphinarium and the entertainment center "Tsitsinatela", may soon close. The reason is the total unprofitability. Tickets here have always been very cheap, and the center exists at expense of Bidzina Ivanishvili. But now the center has got a new chief. Previous management company has to pay a fine of 5 million GEL for accepting Ivanishvili's financial aid.
The Dolphinarium is part of the research center of flora and fauna of Batumi. Center also includes the Park of May 6th, zoo and laboratory. Businessman Bidzina Ivanishvili has restored all these objects and granted it to the Batumi City Hall as a gift.
Maintenance of Dolphinarium is worth lot of money. After all, it is necessary to watch not only the territory, but also luxury buildings that are located here. City Hall was unable to take care of them, so it was decided to transfer all the research center and park "Tsitsinatela" in the management of a private company "Management Services" for a period of 19 years. At the same time, Ivanishvili kept sending aid for the facilities maintenance, because they brought no profits. But the price of a ticket to the park and the Dolphinarium was low.
But now the "Management Services" is in deep trouble. The company has leased office area to its benefactor Ivanishvili, more precisely, to the "Georgian Dream". And recently Control Chamber decided to carry out the audit, after which recognized this action illegal and fined "Management Services" on 5 million GEL.
Today, the entertainment center has a new director. Ministry of Economy has unilaterally terminated the contract with "Management Services" on the management over the scientific research center. Reason was that entertainment center "Tsitsinatela" had not paid the tax debt, and the ministry considered this the result of poor management.
"Under the law and specific agreements, the owner (the state, Ed.) of the facility has the right to refuse the agreement, unless it's clear that the other party cannot manage the company without losses. Therefore, the Ministry decided to unilaterally cancel the agreement", the Ministry of Economy stated.
Besik Demetrashvili, former "Management Service" CEO: "Making an agreement with the state took place at our initiative. One of our requirements was affordability of tariff policy to ordinary people. And allegation that "Management Services" did not carry out investments is not true. This misleads the public".
Bidzina Ivanishvili has not disregarded the events surrounding the park "Tsitsinatela" and issued a statement saying that this business has never been profitable for the company. "Entertainment center exists due to the donations to this day. It cannot maintain itself, since the tickets' price is very low. We have provided annual extra help, and now the government is making every effort to stop me", the businessman said.
New director of entertainment park is the government's man. Park will be in charge of the deputy governor of Guria Lasha Shapakidze. He has a very bad reputation. It is believed that he was complicit in the murder, which occurred nine years ago in the center of the village of Shemokmedi because of what he had to leave the region for a time.
