Implemented in 2002, the program "Property in exchange for debt" gave Chubais' Empire the whole Armenian fuel and energy complex and almost the entire economy. Georgia was after Armenia. In 2003, RAO "UES of Russia" got control over the Tbilisi electricity distribution network. Chubais has got 75 % of the country's electric grid.

Bright Saakashvili's Pro-Western charisma impressed Chubais. In fact, Anatoly Borisovich took the term "Liberal Empire" from the same country, where Mikheil Saakashvili defended the doctorate in jurisprudence. It is known, that Saakashvili started his presidency with the program of privatization of state-owned companies, and led it in accordance with Chubais' recipes and techniques.

"Many state-owned companies were privatized for amounts many times greater than those paid during asset sales under the previous government of Eduard Shevardnadze. An utter lack of transparency allowed Russian companies and their subsidiaries, registered in third countries, to snap up most of the new proposals", the Georgian economist Vladimir Papava wrote about the privatization policy of Saakashvili. Fearing of being branded as "Pro-Russian", Saakashvili solved his business with Chubais through a third country - the Czech Republic. There was the office of the company Energo-Pro, an agent of RAO "UES". January 8, 2007, a Czech company and the government of Georgia signed an agreement on privatization of the assets of the whole energy system of Georgia. The negotiations were so untransparent, that seriously concerned the Georgian opposition, which began its own investigation. February 16, 2007, ex-Minister of Foreign Affairs of Georgia Salome Zourabichvili said that the deal on assets could not be valid, since it was fraudulent from the beginning to the end.
