Day after day, political and expert circles are discussing scandalous interview of the oligarch Ruben Hayrapetyan to the French edition Nouvelle d 'Armenie. Hayrapetyan said that the ex-president Levon Ter-Petrosyan and Robert Kocharyan have united against incumbent President Serzh Sargsyan. The oligarch concludes this, thinking about the latest protest process caused by the recent deaths of a military doctor Vaha Avetyan, beaten to death by guards of the restaurant "Harsnaqar". This restaurant is owned by Hayrapetyan's family.
"This is a pack of wolves. I call them this way. This pack includes the Prosperous Armenia Party (PAP), Levon Ter-Petrosyan (leader of the opposition bloc "Armenian National Congress" - Ed.) and Robert Kocharyan, the former president. Their goal is to weaken and discredit the people faithful Serge Sagrsyan to help the PAP and Kocharyan enter the power. They have united; and this struggle is not a movement of civil society against me. In fact, they are trying to weaken President Serzh Sargsyan this way", Hayrapetyan said, adding that protests were sponsored by the PAP leader Gagik Tsarukyan.
Expert opinions in Armenia over the loud statement by Hayrapetyan have divided. Some of them tend to believe that the oligarch has revealed all cards of domestic political struggle in Armenia. The other part believes this statement is a farce and was intended to discredit the opposition, accusing it of plot, headed by Kocharyan, against which the ANC has been actively fighting.
In fact, Hayrapetyan's statement includes both the elements of farce and the truth. We should not forget that this is an interview of a man who is under intense public pressure for a fairly long period.
However, it is no secret there is fairly sharp struggle for levers of power that is the essence of politics between the Prosperous Armenia and the Republican Party, led by Serzh Sargsyan. Moreover, this struggle was clearly demonstrated during the parliamentary race in May this year. It has reached the climax when the PAP refused to join the ruling coalition. Now its representatives criticize the power at every convenient moment.
As for the interaction of the ANC and the PAP, this phenomenon takes place. It is impossible to deny this, because the forces that appear in the opposition, are doomed to cooperation (they may have different goals, but it does not matter in this case), since they have one "enemy".
Along with this, it's not serious to speak about the plot by Kocharyan-Ter-Petrosyan against Serzh Sargsyan, since it does not fit in the current political environment in Armenia. The fact is that recently the election to the local self-government took place, as a result of which representative of the PAP, the former vice-speaker Samvel Balasanyan has become the mayor of the second populated Armenian city of Gyumri without much difficulty. Prior to that, the city for a quite long period was ruled by the indispensable mayor of RPA Vardan Ghukasyan, whose name is associated with various scandals.
Of course, Balasanyan's election as the new mayor of Gyumri could not happen so easily without Serzh Sargsyan's consent. Moreover, Balasanyan decided to become mayor after meeting with Sargsyan. In other words, the president's consent to cede the city to the representative of the second-largest party in the parliament can be regarded as the first visible attempt to negotiate with the PAP on the presidential election in 2013.
