The program of the Federal Migration Service of Russia "Compatriots" is unacceptable for Armenia. This was recently stated by the Prime Minister of Armenia Tigran Sargsyan. According to him, the Armenian government did not give the nod to the development and operating of the program in the country. Official Yerevan's position on this issue is that the implementation of the program "is unacceptable", he added.
In recent years, the situation around the program "Compatriots" in Armenia has especially escalated amid the growth of population migration, leaving the country in the first place because of the difficult socio-economic situation. Many non-governmental organizations, civil society activists and experts oppose the further development of the Russian program, since it "promotes migration and devastation of the country".
Judging by Sargsyan's statement, the Armenian government is supporting the cancellation of the program also basing on the problem of migration. "The issue was raised during the visit of Russian presidential aide Igor Levitin to Yerevan. We hope that the problem will soon be solved, and the organizing of a large-scale migration from Armenia will be stopped", he stressed.
According to official data of the migration service of Armenia, in the last 4 years 26,000 people, of which 1,500 have already given up Armenian citizenship and moved to live in Russia, have addressed to the Russian program. Under the rules of the Russian side, the families participating in the program should abandon the Armenian citizenship and adopt the citizenship of Russia. The program provides job, a two-year health insurance, as well as payment for the moving. You can also expect a simplified procedure for obtaining Russian citizenship.
It is noteworthy that the current Russian program operating in Armenia is not registered in the public register of the Republic. The participants of the program get the accommodation not in the center of the country, but in the hinterland - particularly, in the Siberian region.
Russian Ambassador to Armenia Vyacheslav Kovalenko last year said that the program did not pose any threat to Armenia. "Who is driving the Armenians from here, if they do not want it? Why people leave their country? People leave on their own initiative", the diplomat station told the Radio Freedom.
According to him, there are people who want to make political capital, speculating this topic. "They do it in vain. If the people temporarily leave, they are not going to get rich. They leave in order to make the remaining live well", concluded the head of the Russian diplomatic mission in Armenia.
Armenian ethnographer Grahnush Kharatyan accounts the growth of migration first of all for the disappointment. This is the result of indignity, fear, difficulty in communication between the citizens and public authorities, and is directly linked to the lack of vision of the future in the homeland.
Kharatyan believes that if the Armenian authorities manage to restore justice in difficult economic conditions, the people would stay at home, because they would have the hope for the future. "More or less active people, who can resist and make a revolution, leave the country. But we are gradually losing this segment. These people (authorities - Ed.) have turned the country into a colony in all its classical meanings", the expert said.
"I have personally, without any persuasion, addressed to the program "Compatriots" and now I'm waiting for an answer", an Armenian Movses said in an interview to GTimes. The main motive for his decision was deplorable social condition. "I am leaving since I have no means to live at home - no job and hope that the situation will improve. And the family still needs to be fed", he said, adding that he was not interested in political and civil liberties. "At the moment I am interested in the opportunity to feed my children, not some freedoms or rights", concluded Movses.
