A new scandal between doctors and insurers in Georgia. Doctors refuse to provide treatment to companies in debt. Insurers in their turn reproach medical people for trying to discredit their business. Debts of insurance companies before medical institutions are growing day after day. It was stated by Gudushauri head doctor Mikhail Dolidze in his interview with Kommersant radio. He says the insurers do not fulfill their promises. "The number of patients and emergency operations is the same but we have more papers to fill in and the funds are not transferred in time and keep being overdue", - Dolidze states.
Iva Kachiuri, Director General of Iashvili Hospital, specifies that he has problems with only two companies - "Public Insurance" and "Archimedes Global Georgia". "Unfortunately we are not accepting customers of these two companies. "Public Insurance" has a debt in the amount of 18 thousand lari", - Kachiuri specified.
In reply to these accusations the insurers state that the medical institutions deliberately discredit the insurance industry. "Archimedes Global Georgia"'s debt to Iashvili Hospital is "only" 1200 laris, Deputy Director General of the company Nika Ramiashvili says. "If medical institutions stop accepting patients only because of this then it is doubtful why they gave the Hippocratic Oath. These statements are aimed at discrediting insurance business", - Ramishvili asserts.
The insurer states that Georgian doctors cannot write out invoices (bills), often forget to enter necessary information about a patient or his/her diagnosis. "As a result the insurance companies have to reverify this information which is a time consuming activity and as a result hospitals have new claims. The problem is in the system of medical institutions", - the insurer says to excuse herself.
The problems of sick pay in Georgia are not new. The New Year started with rejection to accept patients with policies of certain insurance companies. Then the opposition accused insurers of misappropriation of budget funds.
It is difficult to pay money to such companies to be later turned out of doors by a doctor. That is why Georgian system of health insurance is unpopular as the polls show. With this state of things the Affordable Insurance program launched in March upon proposal of the president made in February is destined to be a failure.
Insurance companies acknowledge they will not be able to meet the deadlines determined by the government for the implementation of the program, Kommersant radio notes. Before July 1 they are obliged to issue half a million policies. Agents say they will be able to insure 200 thousand Georgians at the most. People are very interested in cheap insurance but they are cautious to join in the program. Meanwhile Mikheil Saakashvili presses for accelerating implementation of his initiative. He ordered to the Health Minister to provide for active education among people. It comes to media reports on each thousand of newly insured citizens.
Also the president publicly expressed doubts in fairness of insurance companies and called on them not to cheat on people. A special council for technical insurance issues that would control this branch of health care system was formed with the government of the country, «Business Georgia » reports.
