Four days after the end of the CTO regime in Chechnya the state of emergency was again imposed in Itum-Kali and Vedeno districts. Two days after that the CTO regime was back to Shalin and Shatoy districts of the republic. It was reported by the press center of Federal Troops' Operational HQ on April 24. However Chechen president Ramzan Kadyrov disproved this information on Saturday. Since 1999 Chechnya has enjoyed an exceptional position: with the limitations on passage of transports, inspection of people and things, verification of documents. And on April 16 FSB head Alexander Bortnikov cancelled the CTO regime at Kadyrov's suggestion assuring the authorities that "the gunmen were completely done with".
But hardly had the media started discussing the prospect of pulling out 25 thousand servicemen from Chechnya including FSB and GRU (military intelligence) Special Forces plus contract soldiers and militiamen when the gunmen wakened from sleep. The activity of illegal armed groups (IAG) forced the Federal Troops' Operational HQ to resume the counterterrorist operation in certain districts. "There is information on subversions and terrorist acts preplanned by the armed group leaders against the law-enforcement and executive officials... Units of the law-enforcement authorities of the republic and federal forces faced armed confrontation of the illegal gangs three times", - the HQ press center reported. It was remarked that ten basing sites of the gunmen and six stashes with considerable stock of arms and food had been disclosed and destroyed during the special operation. Three armed criminals and five persons associated with the bandits were detained.
On Saturday at the Chechnya government session chaired by Kadyrov it was stated the CTO regime had not been introduced in any district since April 16. General Nikolay Sivak, Commander of the Joint Group of Forces in the North Caucasus, military commandants and representatives of the law-enforcement authorities took part in the discussion of the current situation. They all agreed that the situation in Chechnya remained quiet and there were no grounds to talk about elements of tension.
How about the Operational HQ's report then? About the gunmen, disclosed ammunition stocks, Russian contract servicemen killed in Bamut village, counterterrorist acts in Itum-Kali and Vedeno districts of the republic?
