OSCE to recognize Abkhazia’s and South Ossetia’s “status neutral”?

2009-05-13 16:39

According to him then Moscow made this proposal in order to obtain a more unbiased vision of the current events in the near-border zone between Georgia and South Ossetia but all diplomatic efforts to establish two new OSCE missions on fair and equal grounds were in vain. "Georgia that is actively supported by the Western OSCE member states rejected our compromise proposals for purely political reasons", - Karasin summed up.

A month later there appeared rumors in the press that Bakoyannis would present the Russian variant practically unchanged. Only the number of monitors in Georgia is planned to be increased. This is doubtless a reasonable decision as Tskhinval and Sukhum signalize about the build-up of Georgian forces on the borders with new republics while both of them are focused on solution of internal problems.

Remarkably, the "status-neutral" approach to Abkhazia and South Ossetia in the international community was mentioned in the USA. In particular, Matthew Bryza, Deputy Assistant Secretary of State remarked in his recent interview with Ekho Moskvy radio: "Both in Vienna and New York we believe that the extension of OSCE and UN missions is possible without discussing recognition of Abkhazia's and South Ossetia's independence. Now we speak about status-neutral approach believing it would be good if Russia agreed to this way of extension of OSCE and UN missions. Yes, we consider Abkhazia and South Ossetia as countries but we'll never acknowledge their independence".

This is how the West attempts to find real solutions to the South Caucasian problems for the first time. Before that Russia was the only real helper to the young republics in solving accumulated problems while international monitors were staying in Georgia. For the EU, UN and OSCE the situation is getting extremely disadvantageous undermining their prestige. However the issue on impartiality of international experts is still urgent. Tskhinval repeatedly challenged it - remember the OSCE's inertness last August. These questions can be asked after the OSCE committee session that is supposed to dot all the «i»s.
