The Committee of Foreign Ministers of the Council of Europe adopted a special protocol on the situation in Georgia as stated by Spanish FM Miguel Angel Moratinos.
"We have reached a unanimous decision that will allow the Commissioner on Human Rights and the Council of Europe representatives to have unimpeded access to the territory of Abkhazia and South Ossetia in order to examine the human rights situation and work out the humanitarian aid program for the population, - RIA Novosti quotes Moratinos. - If earlier there was quite an abstract action plan now we have the resolution approved by all Council of Europe members. We have managed to bring Russia's and Georgia's positions together on a number of issues".
Russian Deputy FM Alexander Grushko made his evaluation of the Council of Europe ministerial session: "I can definitely say the attempt to turn this meeting into an arena of confrontation on the so-called Georgian issue has completely failed. Absolute majority of delegations have taken a pragmatic stand. Everyone agrees that the Council of Europe can contribute to post-crisis rehabilitation without repeating actions of other international organizations". Grushko also emphasized that the ministers had highly appreciated the efforts of Thomas Hammamberg, the Council of Europe Commissioner for Human Rights. "We explained that the Council of Europe would be efficient only cooperating with local authorities, in Abkhazia and South Ossetia in particular in order to avoid repetition of the humanitarian catastrophe caused by the actions of Georgia last year, - Russian Deputy FM concluded.
Thus the governing and directory authority of the Council of Europe has eventually made a conclusion that the situation in South Caucasus needed a humanitarian and not political approach. By the way, it was mentioned before the PACE's latest session by the Chairman of the International Affairs Committee of the State Duma Konstantin Kosachev heading the Russian delegation: "In our view the Council of Europe must focus on the humanitarian aspect of this problem and not on discussion of interstate relations and the conflict itself, - OSinform IA was quoting. - The main thing now is to help people in the conflict zone, protect their interests and ensure their security. We are in favor of the humanitarian discussion on the issue helping the rapporteurs on site and I hope sooner or later we'll find mutually acceptable statements though now we are only starting to formulate them".
