A meeting between the representatives of South Ossetia, Georgia, Russia, EU and OSCE has taken place in the Georgian village of Dvani. The parties have discussed an "incident prevention mechanism" agreement developed during the negotiations in Geneva.
"The meeting was rather troublesome; there was a tense discussion», - Deputy Authorized Representative of South Ossetia for Post-Conflict Settlement Merab Chigoev told IA Res. According to him, the parties never drew at a consensus upon the organizational issues, specifically, upon the chairmanship and the venue of the future negotiations. "EU, OSCE and Georgia have jointly suggested that EU and OSCE should be the chairmen; of course, we did not agree to that, suggesting that these powers should be granted to the Russian and EU representatives", - Chigoev underlined. - We are relying upon the fact that the Medvedev-Sarkozy agreement is not only the basis for these meetings but for the discussions in Geneva as well. So, it is quite logical that these
meetings should be headed by the EU and RF representatives. Unfortunately, we have not gained any support from our opponents so far. However, we believe our requirement to be absolutely logical and we are going to stand our ground".
As to the venue of negotiations, EU and OSCE continue pressing upon holding the meetings on both sides of the boundary, while the South-Ossetian party considers it to be violation of the international agreements. "We are properly relying upon the Medvedev-Sarkozi agreement stipulating that the mechanisms will be implemented as soon as the Russian troops are brought out of Georgia, at the boundary adjoining South Ossetia", - Merab Chigoev says. - Thus the EU, OSCE and Georgia's grounds for such demands are absolutely illogical".
It is interesting to mention that in the course of the meeting, the international missions have, in fact, proven their inactivity and failure to fulfill their direct liabilities. The point is that in Dvani the Georgian party confirmed the fact of presence of seven South-Ossetian citizens in the republican jails. Someone has already been convicted, while other cases are being investigated. One should also mind that Tskhinval has more that once informed Europe of its concern about the prisoners' future. "And now we have put this question point-blank to EU and OSCE which do not pay sufficient attention to these people. Alongside with that, we have stated that in case our legal demand to clarify the future of our fellow countrymen and to settle the chairmanship issue is not met we retain the right to resign from any further meetings held in such format", - Chigoev summed up.
