Prospects of Patchwork Peace

3303.jpegThe European Union Commission is investigating on the reasons and instigator of the August war of 2008. A year later than one of the most paradoxical wars in the Caucasus: Russians and Georgians had never warred with each other in all their history. Russia and Georgia have already completed their investigations. However, it looks like no lesson has been learnt from the tragic events of the recent past. The situation on the borders remains disquieting. As if they feared to hurt the experts foretelling a new war, the parties have been speaking on provocations for two days in a row.


The Georgian government is preparing its own statement on the August war, - said Temur Jakobashvili, Georgian Minister for Reintegration Issues, at the beginning of the week, says«This (report) represents not only the position of the Georgian authorities, it has lots of attachments, documented attachments we used to make our statement, and I think many would be interested in this vision of ours, general vision of the conflict between Georgia and Russia», - he said.

The Georgian authorities have already «studied the issues» related to the war through a «Temporary Committee of the Georgian Parliament for the Investigation of the Military Aggression and Other Actions Performed by Russia in Order to Infringe the Territorial Integrity of Georgia». The name of this specially created body spoke for itself. The committee could even not work as its conclusions were included into its name.

But at the end of September'2008 the committee was created. As a result of its three-month activity including the interrogation of some high-ranking public agents, the anticipated conclusion was made: for many years Russia prepared its occupation of the Georgian territories. Mikhail Saakashvili himself attended a session of the committee, his speech was transmitted by the Georgian TV channels live on air. The Georgian President publicly acknowledged that the military activities in South Ossetia were initiated by the Georgian army. However, he called them justified and adequate measures.

Tbilisi made its decision to issue another «statement» on the August war after the EU diplomats postponed the publication of the resolution of their committee for the investigation of the August events. The committee was going to present its report by July 31. The Chairman of the committee, a Swiss diplomat Heidi Tagliavini asked to extend the period of the committee activity due to the receipt of some new materials. But first that decision had to be approved by the EU ministers, - said on July 4.
