Geneva Mechanism Gone Haywire2009-07-10 23:51
Abkhazia and South Ossetia have started doubting the usefulness of the Geneva discussions and are considering their rejection. In its turn, Georgia doubts they will do it. Even Russia has confirmed its interest in these meetings. UN and USCE missions, now Geneva meetings... The global community is losing control over the situation in the region. This is alarming. Shouldn't Tbilisi and Brussels think about it?
The UN as an active participant of the Geneva discussion gave much hope to Abkhazia, when for the first time the report of its General Secretary Pan Ghi Mun did without a specification that the republic belongs to Georgia. Abkhazia was mentioned on its own account. Its leaders hoped that wording would be preserved during the approval of the new UN mandate. And then the promotion of Abkhazian interests in Geneva would be quite productive. «To a large extent the destiny of Geneva discussions will depend on the new UN mandate, but even today we can say that there is a certain idea of the changed conditions and there is a positive trend in the evaluation of the real situation about Abkhazia by the global community», the President Sergey Bagapsh
hastened to rejoice.
However, by 15 June the UN Council of Security had not matured enough to create a new mandate of the Caucasian mission considering the new reality. Russia had to block the resolution on the technical extension of the mandate in the previous format. After that, of course, Sergey Bagapsh doubted the reasonability of further participation of the republic in Geneva discussion with the participation of UN representatives. «We, Abkhazia and South Ossetia, have been recognized as states, and the UN must consider it. The departure of the UN mission from Abkhazia is not just a technical act. Apparently, we will stop the Geneva negotiations. We do not need them», he said to the «Gazeta» newspaper.
Meanwhile the Ossetian participants of the negotiations have started pondering if required such a diplomatic site. In his interview to the «Gazeta» newspaper the authorized representative of the South Ossetian President for Post-Conflict Settlement Boris Chochiev said that the representatives of the republic were not going to visit the Gali meeting of the workgroup for incidents prevention in the area of the Georgian and South Ossetian conflict of 14 July. What for, if the numerous requests to clarify what happened to the Ossetians kidnapped by Georgia are still open? And even after the appeal of Ossetian mothers to the American President Barak Obama nothing has changed. And the group was created exactly in order to quickly react to various incidents. Its mere appearance seems to be the only practical result of the Geneva process.
