GUAM to be revived in Tbilisi2009-11-10 17:49
Recently a three-day session of the GUAM Parliamentary Assembly started in Georgia. At the beginning of November Kiev and Kishinev announced rehabilitation of this inert organization with Georgia backing the initiative. Azerbaijan didn't say no to participation. The countries advertised new joint projects, though the return to the idea of GUAM is driven by private interests.
Yesterday the representatives of Georgia, Ukraine, Azerbaijan and Moldova met in Tbilisi to discuss a wide range of issues from the "Russian aggression" to regional security, economic cooperation and democracy. As Georgian media proclaimed the countries will work out a joint action plan "to unable the foe to take advantage of the situation and satisfy its empire appetite".
It will be remembered that this international regional organization was founded on October 10 1997. Initially it was GUUAM with Uzbekistan making part of it. But then it declared secession from the bloc because of politicization and low efficiency. Experts told about Moldavia's soon withdrawal this spring after Russia got on good terms with it. But there was no official break-up between Kishinev and GUAM.
However yesterday the Moldavian delegation didn't come to the session. It was Ion Rybu, the ambassador, who represented the country at the forum. He explained that the parliamentarians were away because of the presidential election scheduled for today.
After communist president Vladimir Voronin stepped down and the government became more democratic Kishinev considers GUAM membership useful for Moldavia again as stated by Secretary of Ukraine's Security Council Raisa Bogatyreva and Moldavian FM Yuri Lyanke on November 3 in Kiev.
Why does Kishinev need it now? Moldavians are afraid the solution of Transdniestria situation like in Abkhazia and South Ossetia. All the more so that Russia legalized the use of its military force abroad. As Rosbalt sources report now Kishinev will press for replacement of Russian peacekeepers in Transdniestria by Ukrainian (and EU) units. That's why Kishinev gets closer with Kiev under GUAM framework.
Why does Kiev need that? In order to increase its influence on Moldavia since Romania's positions grew stronger there following the parliamentary election which according to Ukrainian politologist Yuri Romanenko in his interview with REGNUM IA is "a process dangerous for Ukraine". Ukrainians are also concerned over Bucharest's policy oriented on romanization of some regions of Ukraine and Moldavia that used to be part of Romania's Bessarabia before World War II.
However experts in both countries believe GUAM reanimation is almost unreal.
