Georgia: memory of the killed used for publicity moves

2009-12-16 17:18

"In its size, this memorial resembles Mamajev Hill. I am standing near the memorial at the moment and I can see what is happening there: the memorial is being mined. The people around the monument are indignant, expressing their protest, - lecturer of Ecclesiastical Academy of Gelati, historian Malkhazi Kakushadze says. - I came up to the authorities, introduced myself and asked a question; they answered that they have got an official permission and they are going to blow it up. The idea is that Saakashvili is getting rid of Stalin's heritage".

However, the idea of blaming the Soviet past for every possible sin is close to being out-of-fashion. The people are interested in more urgent and material things, such as salary, job, pensions and benefits... But the Rose Revolution heroes have failed to provide prosperity in the country. What is the way out?

According to The Independent Newspaper, the golden principle of PR says that to choke a fire, one has to make a bigger and a stronger one. The political technology experts described the process as artificial creation of an external enemy.

Saakashvili's regime has fully used this recipe tested by the Baltic States, when the ruling parties found a certain common problem that would be interesting for everyone, for instance, the issue of historical injustice. The Baltic States also found a living personification of the problem: Soviet memorials and Russian-speaking "occupants". As soon as Russia interfered in the domestic dialogue with the elector (which was the purpose of the Baltic nationalists), everyone realized that not only was the enemy alive but it represented a "real threat".

The Russophobian attitude is planted in Georgia according to the same scheme. On the model of the Baltic associates and according to the plan of the mutual foreign scenario writers, a notorious Occupation Museum is going to be opened in Tbilisi. The idea is literally stuffed into the people's mind; special nationwide events are held, such as the Patriotic Week in February, schoolbooks are re-written. As political technologists say, it does not matter whether there is actually a problem: the main point is that the people are excited, the issue is made actual and it can be used as may be politically necessary.

The current government of Georgia continuously needs such "energy charging": it is obviously becoming unpopular among the people, especially among the residents of Tbilisi. That is why it wants to withdraw governmental institutions from the capital.
