Caucasus relies on Khloponin2010-01-21 23:29
This week Russian president Dmitry Medvedev signed a decree on creation of North Caucasus Federal District to be governed by now ex governor of Krasnoyarsk Territory Alexander Khloponin, also appointed as deputy chairman of government. He is tasked to cooperate with power structures, control budgetary finds and implement social and economic projects that will stop unemployment and bribery. Recently Khloponin was on a visit to the region and despite cool reception by the expert community the new district head was supported in Caucasus.
North Caucasus Federal District shall comprise Dagestan, Ingushetia, Kabardino-Balkaria, Karachayevo-Cherkessia, North Ossetia, Chechnya and Stavropol Territory. Problems of these unquiet regions have long been known: primarily these are unemployment, corruption and clan system. Remarkably, Khloponin promised the local authorities to start with a complex program of economic development in the region hoping that attracting funds into the region won't be a problem.
There is an assumption that choosing Alexander Khloponin as NCFD head had several reasons. Firstly he is a good manager and a diplomat. And secondly Khloponin is financially well off, he has never been to the region before and had no contacts with its representatives.
Caucasus greeted Khloponin with more than ordinary hospitality. Every territorial unit inside the district sets its hopes on the new envoy.
Aslan Tkhakushinov, president of the republic of Adygeya remarked that Alexander Khloponin would have sufficient power to solve issues of North Caucasus region connected with the criminal unrest, unemployment and a hard social and economic situation, RIA Novosti reports. "The fact that the country leader appointed Alexander Khloponin who has gained a reputation of an efficient manager stands for priority of economic methods in solving problems in North Caucasus republics", - the Adygeya leader said. - The situation in the new federal district will also be of great importance for the whole south of Russia".
According to Chechen president Ramzan Kadyrov Khloponin, as North Caucasus "supervisor", must focus on construction of new industrial facilities in the region, creation of employments, attraction of investments both from Russian and foreign companies "We are ready for close cooperation with the president's envoy", - Kadyrov highlighted. - I am sure he will help to organize the region's economic life well".
