As Abkhaz FM Sergey Shamba reports, Abkhazia is ready to consider OSCE commissariat's ideas on Gal district. Moreover, Sukhum does not object to cooperation with this organization given Knut Vollebaek's global experience even despite his biased reports on the situation on Georgian-Abkhaz border. Firstly this is non-aggression agreement with Georgia negotiation and better output of Geneva discussions .Will the call of the young state be heard in Brussels?
Upon expiration of the UN mission's powers last summer 483 military monitors and 20 police officers left the region. As is known the international community refused to reconsider the mission's format in view of Abkhazia's changed status. Russia suggested opening two UN representatives - in Sukhum and in Tbilisi. From the Western point of view ignoring new reality in South Caucasus this step would somehow mean recognition of Abkhazia's sovereignty. Sukhum opposes being included into Georgia even documentarily.
Representatives from Brussels have made a number of visits to the Abkhaz capital ever since mainly focusing on humanitarian issues with local authorities: regime for movement across the border and population issues on Georgian-Abkhaz border. This time OSCE was the initiator presenting a report on alleged pressure by the authorities on people of Gal district to accept Abkhaz citizenship. Abkhaz FM Sergey Shamba stated: the information in the report is absolutely contrary to facts.
However Abkhazians are used to non-objective conclusions like that. Not without reason Shamba emphasized in October: "It is impossible to build any pragmatic policy in the region thinking that Abkhazia is part of Georgia since this reality is gone". According to the diplomat ignoring the fact of the republic's independence while declaring openness, transparency of borders and economic globalization the EU and Western countries isolate it from the world.
This time Sukhum was offended with Brussels again. Abkhaz leadership expressed readiness to pursue cooperation with the OSCE also on national minorities issues. However displaying openness the republic expects retaliatory steps from the West.
For instance, during international talks Abkhazia repeatedly called attention to the necessity of a non-aggression pact with Georgia. The problem is that Tbilisi is not going to sign any official documents with Abkhazia still considering it a territory of Georgia. Here the Abkhaz leader remarks: for the talks in the international arena to continue reciprocal concessions are needed.
