UN replaces the person responsible for Georgia2010-03-02 23:39
UN has appointed its new Secretary General's Special Envoy to Georgia. This post is now occupied by diplomat Anti Turunen who has got the reputation of a perfect diplomat in the Western countries. New-York believes that his skills and experience were especially obvious in the course of the settlement of the crisis problem in Georgia when Finland was the OSCE chairman and Turunen was Head of OSCE Permanent Council. The special representative will have to start his mission without delay: a scheduled meeting in the context of the incidents prevention and response mechanism has already been held in Gal today.
The necessity of assigning the UN secretary general's special envoy in the Caucasus emerged upon the expiration of diplomat Johan Verbeke's term of office.
While in office, the Belgian actively cooperated with Georgia and Abkhazia; however, despite his efforts, the mandate of the OSCE mission observers in the region was never prolonged. The international community did not agree to the remaking of the mission format dictated by the change of the status of Abkhazia. Russia suggested opening two UN representative offices in Sukhum and Tbilisi; however, from the point of view of the West, which seems to ignore the new realities in the South Caucasus, a step like that could, in a way, mean the recognition of Abkhazia's sovereignty.
Nevertheless, one of Verbeke's important merits is his participation in forming the only platform for a direct dialogue between the Georgians and the Abkhaz, the incident prevention mechanism. As is known, it was him who presided at the meetings. Despite the fact that no definite result was achieved in the course of negotiations, the representatives of Georgia and Abkhazia now regularly gather at the same table.
Now the responsibility for the entire South-Caucasian economy before the UN is placed upon Anti Turunen. Let us remind you that long before the tragic August events, during the meeting with the president of South Ossetia Turunen, who was at that time occupying the post of the OSCE current chairman's envoy, referred to the victims among the peaceful citizens of the republic as unacceptable. At the same time, the Finnish diplomat suggested increasing the amount of the mission military observers in Tskhinval. However, the South-Ossetian party believes that in that speech of his, Turunen paid much more attention to the firing at the OSCE office car than to the human lives.
