The international mediators have failed once again while trying to settle the Georgian conflicts. The negotiations in Gal turned out to be fruitless both for the Abkhaz and the Georgians. That was the sad way the monitoring of PACE's resolution realization started: the delegation of the Council of Europe was never let to enter South Ossetia.
Still, bad negotiations are better than a good war. This, perhaps, became the only ground for the discussions in Geneva and the developed incident preventing mechanism in the area of the Georgian-Abkhazian and Georgian-Ossetian conflicts.
There has been no positive news from the meetings of the Georgians, Ossetians and the Abkhaz with the participation of the UN, OSCE, EU and Russian representatives for a long time. Yesterday's meeting in the Abkhaz city of Gal, which is the fifteenth meeting for the last two years, ended up in nothing.
During the meeting, Georgia raised the questions about the facilitated crossing of the frontier, which is regarded to be an administrative one, while Sukhum is regarded to be a state frontier. Georgia also demanded compliance with the rights of the Georgian population in Abkhazia and expressed indignation at the Russian cutter's maneuvers near the village of Ganmukhuri.
Still, everything was in vain. "Unfortunately, we failed to come to an agreement on these matters", - head of the Georgian delegation, MIA official Shota Utiashvili told the journalists.
Abkhazia also reported the absence of understanding. It tried to make the Georgians give explanations in respect of the explosive device planted on the road between the villages of Otobaya ad Ganmukhuri. Sukhum does not rule out the version of a provocative act on the part of Tbilisi. However, the Georgian human rights defenders refused to admit their guilt.
The Abkhaz also tried to make the Georgians understand a simple thing: what kind of settlement or "involvement through cooperation" can one talk about if Georgia is enforcing the blockade of Abkhazia? The idea was stated in an appeal addressed to the International Maritime Organization which permitted Georgia to impose sanctions against the sea vessels near the shores of Abkhazia. In the opinion of Sukhum, this fact destabilizes the situation, creating an atmosphere of tension in the region.
