The first visit of international community representatives to Galsky district of the republic was illegal. On November 5 OSCE observers crossed the border bypassing the checkpoint.
"Yesterday such an attempt was precluded, - the head of the district administration Arshba said. - Abkhazian border guards established the fact of illegal border crossing by several military observers. They entered Nabakevi village. When our border guards started approaching them they turned back and went away in a car that had been awaiting them on the Georgian bank of the Inguri river.
The next day the observers "conducted a forced crossing" of the river again and carried out monitoring in Pichora village, right on the Russian military base construction site. People on site overlooked the appearance of foreigners with cameras. The EU mission got back to Georgia before the arrival of the border squad.
Meanwhile all weekend Tsukhum was waiting for the visit of a special envoy of the EU for Georgia Pierre Morel.
"We are going to discuss issues that have become an obstacle for continuation of Geneva consultations on security in the Caucasus, - the Head of the Ministry for Foreign Affairs of Avkhazia Sergey Shamba stated.
The highly ranked European guest never showed up in the republic. Instead of him the reconnaissance and peacemaking mission mentioned above came through to Galsky district. In reply Sergey Shamba emphasized once again that Abkhazia would take part in Geneva consultations only as an equal partner. And as before it will solve issues of the consultations in cooperation with Russia.
Georgia's reaction to the news was typical. Reintegration Minister Temur Yakobashvili stated that he did not expect any special results from the second round of Geneva negotiations. They will be derailed by Russia.
"It is difficult to judge the efficiency of the negotiations when their breakdown is not excluded, - the minister stated. - Besides conduct of effective meetings will be possible only after new USA administration gets down to work. Our target is to put these meetings into an intensive phase and achieve the main goal - deoccupation of the country, not only verbal but physical.
Official Tbilisi has long been demanding that Galsky district be transferred under UN protectorate. Now, however the Chairman of the Parliamentary Committee for restoration of territorial unity of Georgia Shota Malashkhya states that this issue is not on the agenda.
