It is recommended that the North-Atlantic Alliance should continue expanding and at the same time maintain close cooperation with Russia. One of these days, theses concerning NATO's new strategy were presented in Brussels by Group of 12 Experts led by former US Secretary of State Madeleine Albright. Some time before that, London experts came out with a warning against Moscow's aggressive plans, advising to balance NATO's and Russia's interests. So far, the new strategy is barely outlined and rather resembles running after two hares.
Madeleine Albright's report was no sensation. All the statements she proposed to include into the new Strategic Framework of the Alliance have been discussed many times except the close cooperation with Russia and the attempt to try accepting new non-military responsibilities, such as adjusting prices for energy products, laying gas routes and maintaining control over cyberspace.
As the document goes, the expansion of NATO should be continued. Those countries that want to join the alliance should become its members only after they implement the programs necessary for the membership, the 12 Experts believe.
The "Partnership with Georgia and Ukraine" is given a separate section in the report. As the experts underline, the August war in Georgia became the Alliance's failure which should be avoided in future by way of setting up close contacts with these countries. "NATO should regularly use NATO-Ukraine and NATO-Georgia Commissions in order to discuss the problems of general safety and contribute to practical cooperation, including that in the field of the defense reforms", - the report goes.
During the report presentation, Albright also stressed that "the Alliance should be flexible and efficient enough to have an opportunity to carry out operations in the remote territories", that is, even beyond the Alliance countries' boundaries.
Surprisingly, it is suggested that NATO should combine all these intentions with the rapprochement with Russia. The cooperation in Afghanistan and the deployment of the ABM systems to confront Iran should become the priority matters in this direction.
"It is necessary to cooperate with the partners in such cases when it is especially important to take economical, political and military decisions, - Albright says. - Considering the geographic position, many people doubt Russia's positive role; however, it is necessary to develop the relationship between Russia and NATO and pay much attention to the terrorism control in the context of these relations".
