This was stated by Georgia's permanent representative to the UN Irakly Alasanya at the press conference on November 17. According to him Moscow not only did not withdraw the troops from the territory of its country but on the contrary is growing its military presence over Abkhazia and South Ossetia.
This was followed by typical accusations of non fulfillment of Medvedev-Sarkozy plan and of provocations aimed at the "continuation of aggression".
Apparently what was meant is the decree of the People's Assembly of Abkhazia to appropriate land in Gudauty district of the republic to the Russian Ministry of Defense. The 58th army got the territory of the ex Soviet aerodrome in the neighborhood of the district center. It is not specified yet when exactly the construction of the base will start. Meanwhile the military construction in Galsky region is in full swing. The future staff of the site is now living in barracks in the territory of a tea factory of Achigvara village. Besides constant rumors are circulating that the Russian naval base will be set up there. However this information has been confirmed neither by Abkhazia nor by the Ministry of Defense up to this day.
South Ossetia has made no statements yet. But President Edward Kokoyty informed that the republic would soon take a similar action.
"I have given an order to the government of South Ossetia to prepare the resolution on land appropriation for the Russian military base in the shortest time. The decision will be taken in the nearest future. Land lots will be appropriated in Dzhava locality of Tskhinval".
But first of all Mr. Alasanya was concerned about another event. "The armed raids have become more frequent - he stated. Two people were victims of today's incident in Plavi village. We are ready to cooperate with the organs of inquiry and hand them all relevant materials".
The incident in Plavi village took place in the afternoon of November 17. An unknown pilotless plane fell down in the neighborhood of the village. Georgia's Ministry of the Interior sent a group of sappers to the impact point. It is unknown how they neutralized the fallen drone (the automatic pilotless flight unit). But it exploded soon after the arrival of the mine-disarmers. As a result two officers of the Ministry of the Interior were dead; the other eight were taken to the intensive care with numerous burns. A ten-year-old boy that decided to examine the work of sappers was injured too.
