A framework agreement as an inheritance to Obama2008-12-23 18:08
The USA are in a haste to sign a framework agreement with Georgia on military and economic partnership between the two countries. According to the experts the rush of departing George Bush's administration is explained by an intention to impose friendship with Georgia on the US president-elect Barack Obama.
It will be remembered that last Wednesday Assistant Secretary of State Matthew Bryza visited Georgia. He reported that the USA would reinforce bilateral cooperation with Georgia in security sphere. Bryza also noted that the relations of the two countries pass onto a new phase as the States start working on cooperation enhancement so that Georgia conformed to NATO requirements. Nevertheless he refused to reveal details of the future agreement saying: "For now we are working on concepts and there is no real document yet".
However Deputy Foreign Minister of Georgia Nino Kalanadze stated that the framework agreement between the official States and Washington was practically ready. It looks like it was composed for a couple of days. Indeed, why hurry?
"Having lost in practically all international spheres, - "RIA Novosti" is quoting a specialist on Russian-American relations that wished to remain incognito, - Bush's administration is making feverish efforts not only to save face but also to impose their tactics on a new US president limiting his freedom of action in international affairs. With hurried execution of legally binding agreements Bush's team tries to leave Obama no choice and does not confer with their allies forcing the new president to follow the line they have formulated".
Another manifestation of high pressure and a factor "spurring George Bush and Condoleezza Rice" is (as the expert believes) the fact that "Mikheil Saakashvili and Viktor Yushenko accountable to them are political bankrupts that brought themselves into discredit both inside their countries and in the eyes of the world community».
That is why it is very important for them (the departing US administration) "to be on time with the military and political deals with these people (i.e. Mikheil Saakashvili and Viktor Yushenko) as it won't be that easy with others who are not so obedient", - the expert says.
Georgia too is in a fuss about the "framework agreement". Vice speaker of the parliament from the dominant party "United National Movement" Gigi Tsereteli pointed out in his interview with ITAR-TASS reporter:
