South Ossetia establishes the Ministry of Emergencies2008-12-24 18:06
The head of Russia's EMERCOM Southern regional center Major General Alexander Kolupaev reported yesterday that South Ossetia was completing the establishment of the Emergencies Ministry.
Following the August events Russian rescuers provided active assistance to South Ossetia. The republic's infrastructure needed serious reconstruction and local specialists that could handle work under such circumstances were scarce.
According to the Head of EMERCOM of Russia Sergey Shoygu the Russian rescuers assisted in restoration of all utilities in South Ossetia. In particular water and energy supply was restored. Gas boiler plants in all schools that formerly had been heated with firewood were built up together with "Gazprom". Cylinder gas provision is organized for all important facilities. In October Shoygu stated that EMERCOM of Russia was ready to help South Ossetia to create a rescue service. On November 14 the building for the future Emergencies Ministry of the republic was completed and commissioned in Tskhinval. President Edward Kokoyty that was present at the commissioning ceremony told "Regnum" IA: "I believe it is a good guarantee for the South Ossetian people to be sure
that the service that is now under development is strong and assisted by the most powerful emergency structure - the EMERCOM of the Russian Federation. All its traditions will be sustained here".
On December 8 Russia's President Dmitry Medvedev assigned an official task to assist the republic in the establishment of a related authority to the Emergency Minister.
"They are establishing their Emergencies Ministry. This is your "junior brother", - Medvedev instructed. - It needs help to become independent so that this service operated in full force. Our South Ossetian colleagues need help in adjustment of state mechanisms, they must be provided with the regulations that already exist in our country and have proved their efficiency".
According to Alexander Kolupaev the main part of the work has already been completed. But if needed Russia is ready to send specialists and additional equipment to the republic. Contemplating on the subject and reporting on what has been done the general said:
"There must be seven fire-rescue units in South Ossetia. Five of them have already been launched. Four are the new constructions, and one has been reconstructed. Now additional technical fitting-out of these units is in progress. In case of necessity we will assign our specialists there".
