Khetaguri covers hydroenergetics with mist

15084.jpegA memorandum signed by Georgian government and RAO UES on conditions of the Inguri hydroelectric plant operation is another proof that Georgia can't fence off its northern neighbor despite all dirt Tbilisian politicians throw at Moscow. Reluctance of Georgian authorities to make the interstate agreement public casts doubt on Saakashvili's declared transparency and democracy. Yesterday the opposition made another attempt to learn at least something about the mysterious document.


Georgi Tsagareishvili, a deputy from Free Democrats opposition party asked Alexander Khetaguri, minister of energy and natural resources, a question on reasons for this strange secrecy around the memorandum during the so-called extraordinary week in parliament.

"As for the commercial side of the issue, I wonder why talks with Russia were initiated and what the parties were discussing behind our backs.  Who started the talks and what was the result? -representative of Free Democrats wondered. Yet, the minister failed to bate the deputy's curiosity stating that he can present the text of the document provided the deputy commits to preserve confidentiality of the received information.

"We started the talks on the issue to the benefit of the country", - was the only thing Alexander Khetaguri found to say. - Parliament is a representative body. I am ready to bring the memorandum and show it to you personally only if you accept the non-disclosure clause". The minister of energy and natural resources assured the parliament that the opposition is perfectly familiar with the content of the memorandum.

"Several deputies saw the memorandum admitting that its terms and conditions are beneficial to Georgia", - the minister added. It is hard to understand how this statement agrees with the previous demand to keep the text of the treaty a deep secret. Another strange thing is why citizens of Georgia have no right to read an international document on rules of operation of the state property?

"It is insulting that a deputy is asked a confirmation to observe confidentiality of the document. By the way, the authorities don't give us confidential or non-confidential documents, - Georgi Tsagareishvili said in natural indignation. The parliamentary has information that disclosure of details of the memorandum turned into legal action against a number of individuals and organizations.
