Russia will control appropriation of funds for South Ossetia2008-12-29 09:45
There is a plan to establish a federal administration on restoration of South Ossetia in Russia that would deal with the control of budget funds appropriated for these purposes. It was stated by RF Accounts Chamber auditor Sergey Ryabukhin.
"On December 19 the Accounts Chamber Board accepted a proposal to create a unique federal administration, - Ryabukhin stated in his interview with "Kommersant". - Now this decision is under due diligence so if it is all right we'll be able to send its text to the Russian government, the Ministry for Regional Development and the Ministry of Finance, and a separate note to the government of South Ossetia by the evening".
The Accounts Chamber auditor explained the grounds for this decision: "This initiative is supposed to indemnify South Ossetia from problems that we had at the time of Chechnya restoration when the construction projects were not continued, many issues arose but following the creation of the administration on construction and restoration all projects were completed urgently".
In November Ryabukhin took charge of the special committee on control of specific and efficient funding of the republic of South Ossetia by Russia. On December 19 he presented the progress report to the Accounts Chamber Board. According to Regnum IA information the report inter alia contained the following figures:
"In 2008 for the purpose of implementation of principle activities for restoration of the Republic of South Ossetia's objects the appropriation of 2 bn rubles out of the federal budget was stipulated. In practice the Republic of South Ossetia had received 550 mln rubles by the time of the check-up with 500 mln being unused yet".
It is not clear from the message what amount was appropriated by the time of the check-up. And most importantly why has only one eleventh of the obtained amount been used? It is most probable that the search for answers to these questions will be the federal administration's job.
South Ossetia favored the initiative of the RF Accounts Chamber. Commenting on the possibility of creation of a new control authority the president of the republic Edward Kokoyty emphasized a day before: "I consider this proposal extremely promising. This step can add a lot to optimization of dialogue between structures of the executive power of the Russian Federation, contractors and the South Ossetian government. We'll discuss this idea at the next session of the government presidium".
