Financial “miracle” in Abkhazia2011-12-26 16:17
A scandal connected with misappropriation of funds from the Russian budget in Abkhazia has quieted down. The situation gives grounds for optimism. Abkhazia's law-enforcement bodies are good at investigating corruption cases. GTimes has managed to interview Guram Ladaria, the only suspect in embezzling Russian financial aid, now in prison.
Here is the event history. The Accounts Chamber of the Russian Federation published a report on spending of the Russian budget funds in Abkhazia. As the auditors found out, the existing laws in the republic do not promote efficient diversion of funds, and the total volume of embezzlement is RUR 143 mln.
In reply, the Abkhaz government disseminated a statement referring to the report of the Accounts Chamber as "extremely biased". The situation required urgent visit of representatives of Russia to Sukhum. As a result, the Russian delegation stated that embezzlements had not been discussed and that there are good grounds for optimism: last year RUR 347 was spent "inefficiently". This year this figure is twice lower. In 2011 the general prosecutor's office of Abkhazia launched a series of criminal cases over embezzlement. There has even been some progress. During the investigation of one of the cases an entrepreneur was detained. His name is Guram Ladaria, he owns a private business and has contracts with the government of Abkhazia doing repair projects financed from the Russian state budget.
Here are some details of Ladaria case. His company - Assir ("miracle" in the Abkhaz language) was established last year. Almost immediately the company managed to get a contract with the government of Abkhazia to carry out capital reconstruction of the State University of Abkhazia. It seems logical that the company was founded for that very purpose. In total, Assir was supposed to allocate RUR 40 mln, yet only advanced payments were received. Guram Ladaria's company was not the only one to obtain contracts for construction works in the university. Yet, the general prosecutor's office revealed glaring embezzlement and took the director of Miracle to prison. He is suspected of stealing RUR 13 mln. Despite his status of a prisoner, GTimes correspondent managed to ask him a few questions.
