The opposition: every new prime minister is a sham

In spite of his vehement appeal, none of the opposition deputies followed Jondi Bagaturia in leaving the hall, but their remarks were extremely critical. Hence the leader of the Christian Democrats Georgi Targamadze said that he would not support this composition of the government, because it remained practically unchanged, and in the popular consciousness it was associated with violence, injustice, the violation of citizens' rights, restrictions on free expression and the impoverishment of yet more sections of the population.

"This government is not fighting against poverty and unemployment, but is creating these with its policies," said Targamadze.


Georgi Tsagareishvili, a deputy from the "Strong Georgia" fraction, emphasized in turn that the government had once again shown disrespect for parliament, since the defence and interior ministers did not come to the plenary session where the composition of the new cabinet was being discussed.

In response, the secretary of the Georgian government Gia Kuroshvili explained that the defence minister was on a foreign trip, and the interior minister was making a trip around the conflict zones with EU ambassadors. It should be noted that re-shuffling the government is the president's favourite form of intrigue. The composition of the cabinet was approved for the last time less than two months ago - in the first half of December. The new ministers for defence, foreign affairs, culture and education all took up their duties then.

The December reshuffle was the ninth in the years since the revolution. The leader of the opposition "Movement for a just Georgia" Petre Mamradze, as the Novosti Gruziya agency reports, is convinced that the rearrangements within the Georgian government and the appointments of new prime ministers are pointless:

"The problem is not the actual candidates and the people who will be occupying these posts, but that a flawed system has developed overall in which the cabinet of ministers and the prime minister serve merely a decorative function. The real power in the country lies with the president and the few people close to him, which international experts are writing about openly. These people in power are above the law, and for them the end justifies any means."

Meanwhile, the non-parliamentary opposition, notably the Labour party, accused Gilauri on the previous day of large-scale financial intrigues linked with the $3.5 million worth of credit allocated to small and medium-sized businesses. These funds should have been granted at 2-percent per annum. But the bank chosen by Gilauri without any tender gave the money at 12-percent.
