Russian President Vladimir Putin on Sunday night, flew to the victim of a flash flood in Krymsk. He personally examined restoration works and held a meeting demanding to deal with the compensation and instructed on the organization of assistance to the victims.
"It's necessary to create a group of residents from the affected areas so that to work together with experts, since they must be involved in making decisions about what should be demolished and what shouldn't, as well as who gets the compensation and its amount", Putin said.
During a conversation with Putin the Krymsk residents complained of not fully getting the promised compensation. Some people say they were offered 150,000 rubles, and someone says about only 75,000.
During the meeting, the president demanded from Tkachev an explanation about the compensations. The head of the region began to thank Putin for support, but he was sharply interrupted and demanded to speak about the problem. Tkachev said the law provided aid in a form of lump sum of 10 rubles per person, but not more than 50,000 per family. That was the cause of the problems; so the authorities allocated funds for additional payments so that each family member gets 10 thousand rubles.
"You know, charity is a separate issue", Putin once again interrupted Tkachev. "By the way, and we must pay attention to this, I have information, in some places they were trying to distribute charity care for money. I beg the Ministry of Internal Affairs to draw your attention to this. As for the payments, let's agree that is not charity, this is money from the state treasury, both regional and federal. If you have a problem - say and specify it, and we'll help you", the president said
Emergencies Minister Vladimir Puchkov proposed to cancel the limit of 50 thousand rubles per family. "Develop a draft of my instructions to the government, and I'll signed it tomorrow", Putin said. "Regardless of the number of family members, each member of each family must get 160,000 rubles for their loss. Someone lives here permanently, but they are not registered; someone does not have Russian citizenship - it does not matter", the president said, RIA Novosti reported.
