The fourth round of South Caucasus security talks involving Georgia, Russia, the USA, Abkhazia, South Ossetia as well as the UN, OSCE and EU ended in Geneva. For the first time in the history of meetings the parties have reached consensus.
During talks the participants adopted "Suggestions on joint mechanisms for preventing and responding to incidents". According to RIA Novosti now the representatives of security structures of South Ossetia, Abkhazia and Georgia will have weekly meetings in order to exchange information on the border situation. Also the ways to solve a most important issue- the continuous incidents on the border - have been found. It is noteworthy that the meetings above will be held in the territory of Georgia, in Ergneti village.
This is how the document takes into account interests of Abkhazia and South Ossetia. In particular concerning the presence of international observers strictly in the territories stipulated by the mission mandates. "In case of emergency" the arrival at incident scenes will be coordinated individually, as stated by RSO President's Plenipotentiary Representative for post-conflict settlement Boris Chochiev.
Certainly the current agreement has its weak points too first of all because of its recommendatory nature. However according to Russian Deputy Foreign Minister Grigory Karasin who represented Russia it is important that the document has been finalized and adopted by all parties. This fact determines moral and political commitments for its implementation. "The introduction of mechanisms for prevention and responding to incidents will contribute to security reinforcement in the zones of tension", - he is quoted by RIA Novosti.
Giga Bokeria, Georgian Deputy Foreign Minister, supports his Russian colleague. According to "German wave" radio the diplomat is satisfied with the achieved agreement emphasizing: "Now we need a political will to implement the agreements locally".
Implementation of agreements Bokeria mentioned must start in the nearest future after the authorized representatives discuss their interaction procedure in Ergneti.
Back to Geneva. Unfortunately the problem included in the agenda of this meeting was left unresolved in Switzerland: humanitarian shipments to Abkhazia and South Ossetia from the side of Georgia. According to Reuters agency the idea was opposed by Tskhinval representatives fearing new provocations. Apparently the memories of last October's terrorist attack in the South Ossetian capital are fresh.
It will be remembered that it caused 7 deaths and President Edward Kokoyty put all the blame for the incident on Georgia.
