Yevkurov is losing ground2012-09-24 15:08
The authority of the head of Ingushetia Yunus-Bek Yevkurov in the country is melting like spring snow. The protracted conflict with Ramzan Kadyrov, the continued extrajudicial killings and abductions, corruption and embezzlement have downgraded rating of the head of the region to nearly zero.
News from the Republic, just like four years ago, are reminiscent of military reports. Ingush Interior Ministry suffers serious losses in fighting with the underground. At the same time, "death squads" are destroying young people suspected of involvement in illegal armed formations. However, judging by the activity of the underground, they are eliminating rather civilians than militants. And the power in the person of the region head claims that those killed members of illegal armed groups were preparing terrorist attacks in schools, hospitals, or were involved in killing of the Interior Ministry and FSB employees. However, they still have presented no proof of guilt of those killed.
Yevkurov promises to find those kidnapped by "death squads"; but they either cannot find them or find mutilated corpses. None of the security forces officers have been brought to justice for the murder or kidnapping. Initial Yevkurov's successes in combating armed underground, resulting in elimination of almost all the leaders Jamaats in the country, killing of Salafist underground ideologist Said Buryat and arresting Amir of Ingushetia Ali Teziyev "Magas", returned to the population faith in the state and ability to win over armed underground.
Attempted murder of Yevkurov became a national tragedy. Hundreds of people came to the hospital, where severely injured Yevkurov and his guards were brought. People prayed in the courtyard, asking God to save the man, who had returned them hope for a peaceful future.
But now all this is in the past. Yevkurov cannot rely on the large teip; Sufi order to which he belongs (Hadji murids, the same as to which Kadyrov belongs) is the largest in Ingushetia, but also the most fragmented. As a result, Yevkurov's mainstay is his own apparatus led by Prime Minister Musa Chiliyev. Corruption and distribution of public grants to friends is not much different from the same phenomenons under Zyazikov.
In principle, the situation is similar to other Russian regions. But Ingushetia is territory of war. Unfortunately, the authorities do not use socio-economic projects, job creation, small business development, and most importantly respect for the law authorities and law enforcement bodies, in the fight against the armed underground.
