Russia and Georgia sat down at the negotiating table in the Parliamentary Assembly of the Council of Europe for the first time. As stated by Lluís Maria de Puig, a PACE representative, on March 31 the visiting session of the Ad Hoc Committee for promotion of dialogue between two counties turned out effective.
"To me, the negotiations are a sign that the countries are in favor of the principle of dialogue and believe that our Assembly can play a positive and constructive role in this respect, - de Puig is quoted by PACE press service. - Despite the substantive differences that persist between the two delegations, which were again set forth at the meeting, we discussed drawing up a road map and a list of priority issues acceptable to both delegations. In particular, we agreed that the well-being of the Abkhaz and South Ossetian communities should be at the heart of our discussions". According to de Puig their isolation should be prevented, confidence-building steps should be taken and such issues as free access to these territories for NGOs, distribution of
humanitarian aid and assistance with reconstruction should be solved. "We therefore decided to involve representatives of the Abkhaz and South Ossetian communities in our next meeting, which will take place in Strasbourg on the occasion of the spring Session from 27 to 30 April", - PACE representative summed up.
Accordingly young republics will be able to send their representatives to Strasbourg pretty soon. Certainly de Puig did not specify whether this was an exceptional occasion or the PACE had decided to keep attracting diplomats from Abkhazia and South Ossetia on a regular basis. This event is anyway symbolic for Sukhum and Tskhinval: the PACE that until recently was explicitly partial towards the new republics now wants to hear them speak". Now acquaintance will not be avoided.
