Deputy Prime Minister and presidential envoy to the North Caucasus Federal District Alexander Khloponin has declared the largest revenue for the past year among the Russia's government members. He has received 484 million rubles. Sitting on a powder keg under the name "Caucasus" with such amount of money is somehow inappropriate. Why does the millionaire need this position and why does such socially disadvantaged region need the manager which is far from these problems?
Russian President Dmitry Medvedev and Prime Minister Vladimir Putin have not earned as much as a Khloponin, deputy Prime Minister and presidential envoy to the North Caucasus Federal District. The first persons of the country have declared income of 3.4 and 3.7 million rubles, respectively. And Khloponin has declared 484 million rubles.
So how has such a rich man as Khloponin found himself in the hottest part of Russia, where the civil servants are the main targets for terrorists, and why it was necessary for him? According to the Forbes magazine, citing sources in the government, Khloponin himself asked this appointment, being the governor of Krasnoyarsk Krai. Meanwhile, the Kremlin has matured the idea to send a special envoy of the government and the president to the North Caucasus. That is how Khloponin's the double post emerged. And his fortune has helped him in this appointment.
Being quite wealthy person, he is less prone to corruption, which is a big problem for the Russian system of power and a very big problem for the North Caucasus, where it has historical background due to clan-kinship", an expert of the Center of the political situation Oksana Goncharenko told GTimes. "I do not see anything wrong with that people, successful in the business, with fortune, participate in the system of governance. And it is not an obstacle in many countries around the world. Therefore, in terms of fighting corruption it is rather good. A person with a personal fortune has no interest to implement his interests at the expense of public funds.
Why does a businessman need such a troublesome work?
Well, he began a career of a federal politician, and I do not think he went and asked to appoint him presidential envoy to the North Caucasus. The circumstances were such. There are such kind of appointments, the officials are accepting and do not have the opportunity to refuse them. It is a kind of challenge, a very difficult task with which he manages solve on behalf of the President.
And does he manage? How would you rate his success?
He's worked a lot to attract investment to the region. Khloponin is working quite actively with the heads of the regions of Northern Caucasus to implement different projects. More successful somewhere; less successful elsewhere. But in general, a revival of business in the North Caucasus is going on. Not to say that this is only his merit, but he tries to participate in it. His initiative to develop public dialogue to discuss the conflict is less efficient. But given the cultural specifics of the region, it is expected. It takes much time to build the kind of a public dialogue.
Clearly, the careerist and the presidential envoy will not stay on this position too long, and he wpold leave the region as soon as he gets a better proposition. And he wouldn't invest his millions, which he had got after the sell of the shares of "Norilsk Nickel", in the project of a tourism cluster in the North Caucasus.
