Russian language has always been held in high esteem in Azerbaijan. Russian speech is common event in the streets of Baku. Moreover, the Russian is spoken by both the elderly and young people. They are combined into famous Baku accent, which cannot be confused with any other.


This is a common situation for Azerbaijan, except the time during the collapse of the Soviet Union and the reign of the Popular Front of Azerbaijan. This period covers the time period from late 1989 to May of 1993. But even at that time, Russian schools and Baku Institute of Russian Language and Literature, which later became the Slavic University, functioned in Baku. In this regard, Azerbaijan could be an example for many countries of the former Soviet Union. During the years of independence none of Russian schools have been closed, a lot of newspapers and magazines have been published in Russian.

However, this does not mean that the last few years have passed for the Russian-language schools without a trace. The euphoria of independence touched them too. Most of the population, including the Russian-speaking, preferred to send their children to Azerbaijani schools. This was done deliberately in order to ensure the child with perfect knowledge of the state language, which would later provide a decent career.

But years passed and it became apparent that the words spoken by Heydar Aliyev about the Russian language have been accounted for the long term. Azerbaijani national leader highly appreciated the role of Russian in the development of Azerbaijani science in the study of world history and culture. He clearly defined the position of the state: the respect and priority of the state (ie Azeri) language should in no way infringe upon the interests of foreign languages. Russian has a special status in this context.

In Azerbaijan, they especially revere and perform the covenants of Heydar Aliyev. The language policy - is no exception. Recent proposal by the Minister of Education of Azerbaijan Misir Mardanov on the opening of Russian Lyceum was taken calmly. At a meeting with the Head of Federal Agency for CIS Affairs Konstantin Kosachev the minister pointed out that in recent years the Azerbaijani society needs the Russian language even more. And if the Russian side is interested in preparing an educational program to teach the Russian language, the Department will not oppose opening of Russian school in Baku.

Doctor of Philosophy Gabil Huseynli believes that the implementation of this idea will help to meet the needs of the Russian-speaking population. "We have enough people in Azerbaijan who are willing their children to receive a complete education in Russian. Opening of the Lyceum will create conditions so that these people will be able to implement their plans related to education", Huseynli said.

Today, the country is carrying out big work to translate the world's scientific and classical literature in Azerbaijani language. However, there is a lot of literature that available only in foreign language, and most of it - just in Russian. Thus, the value of Russian in scientific research and in terms of creating a common world view is very large, the expert said.

But there are opponents of this approach. And while they are generally supporting the study of foreign languages, in their opinion, the state is not obliged to pay for such study. PhD in Political Sciences, professor of the Academy of Management under the President of Azerbaijan Republic Murtaza Hasanov said that the study of foreign languages ​​was necessary attribute of a modern educational system. Every Azerbaijani has the right to decide in which language his or her child is learning. But in this case, the citizen must pay for such education. The state should provide studying state language. Studying of foreign languages ​​may be based on relevant government programs. It can be paid by the state only if the training of specialists in these languages ​​is required by the state itself, Murtuza Hasanov believes
