As told by the chairman of the Independent Trade Union of Entrepreneurs and drivers of Dagestan Isalmagomed Nabiyev to the "Big Caucasus", members of his organization had not received any flash drives. According to him, the terrorists are not interested in small business. Therefore, union members, most often market traders, have escaped the fate of being intimidated.
Victims of militants-extortionists are often the owners of large stores, particularly those selling haram - wine, spirits and tobacco products, Nabiyev said. Such trade pavilions have been repeatedly blown up. And before doing this, militants always demand a tribute for jihad.
Another target of the "tax authority of the Caucasus Emirate" - this is corrupt officials who, according to the Wahhabis, have amassed their wealth through unjust way.
"Competent people say that of all the funds that come into Dagestan in the form of grants or investments, 80 percent are being "drawn" by the officials as kickbacks. Only 20 percent reach the destination. And the militants impose tribute on those who receive the funds. Thus the militants operate at the expense of the Russian budget funds", said Isalmagomed Nabiyev.
This spring, in Gimry, Untsukulsky district, there was conducted counterterrorist operation for catching distributors of flash drives. After the CTO the residents of this village started talking about the fact that even president of the republic had got such a flash drive. And he arranged the CTO in retaliation. The newspaper "Real Time" published these guesses.
Magomedsalam Magomedov did not file a claim. And, by the way, he has repeatedly expressed concern about flash drives. "At present, the main source of funding extremist and terrorist activities in the country is the extortion of money from businessmen", said Magomedov at Security Council of the North Caucasus meeting on October 31 in Pyatigorsk.
Isalmagomed Nabiyev believes that version of the newspaper is quite likely. "If only there is no access to the president. But if all they send them to everyone, why would not they send it to the president? Nothing special is required for this, except for the possibility of delivery", he said.

September 16, it was reported that a member of illegal armed group, which belonged to the terrorist group led by Ilyas Sharipov from the village of Balakhani, Untsukulsky district, and was "engaged in extortion of money by implementing the distribution of flash drives with the threats", was detained.
It is quite difficult to fight this phenomenon with the help of the police or the FSB, since in case of appeal to the authorities the militants threat not only to the businessmen or officials, but also their relatives, including children. Therefore, the victim of blackmailers prefers to solve the problem peacefully - he agrees to pay and thus sponsors extremists. Although, according to the press service of the head of Dagestan Vyacheslav Gasanov, ordinary racketeer began to engage in extortion under the guise of the Wahhabis.
Isalmagomed Nabiyev believes that only restoration of the rule of law in the country can help defeat this phenomenon. "If the law is working, there is no flagrant mess, there is no corruption and bribery. People just do not trust this government and are looking for something different, and they (militants - Ed.) offer a fair mean in their opinion", Nabiyev believes. "We all understand this cannot go on. People crave justice, they want the law enforcement officers to perform their functions, not to create a system literally humiliating society. Here in Moscow, the work to curb kickbacks in the Defense Ministry has begun, and here people have begun hoping for some kind of order. The best is the enemy of the good".
