The Georgian authorities attack problem of troubled teens
The Georgian Parliament received a package of amendments to the Law "On Education" for consideration. As reported by "Georgia News", these amendments regulate legal framework for the transfer so-called "troubled" teenagers from the ordinary school to the boarding schools. "Relocation of troubled children to boarding school will be carried out due to the deviant behavior (hard and antisocial behavior, which poses a risk for the development of a minor or other people). The children from 10 to 18 will be transferred to the boarding school", said in the forthcoming bill.
As planned, the decision to transfer difficult teenagers from ordinary school to a boarding school will be taken by members of the extended commission, which will consist of 9 people - social workers, lawyers, teachers, child psychologists. Chairmen and members of the group will be appointed by the Minister of Health, Labour and Social Protection.
The members of the commission will receive appeals from the school bailiffs, parents or their legal representatives, as well as from regional inspectors, prosecutors and social workers. They will have to submit to the commission proof of inappropriate behavior of teens.
The committee's decision to transfer juveniles to a special institutions may be appealed by the parents of these children.
