U.S. leaves Moscow without guarantees
U.S. still does not consider it necessary to provide Russia legal guarantees that the ABM system is not directed at Russia.
"The only way that will allow them (Russians) to believe us that the missile defense system does not undermine their strategic potential is to look at what we're doing ... I hope that the talks on strategic stability in the the next eight months will help to begin to weaken the old chains, which tie our hands", Deputy U.S. Secretary of State for Arms Control and International Security Ellen Tauscher said during a conversation with journalists covering military issues.
Tauscher said that in December, the United States and Russia have agreed to hold regular, at least monthly, consultations on 13 major topics, including the Conventional Forces in Europe, combating piracy, cyber security and missile defense.
"We will reach agreement with Russia on missile defense. I believe that missile defense is a symbol of the possibility of right building relations with Russia. This topic has been an irritant in our relations over 30 years, but it is the issue on which the great powers of Europe, including Russia, can work together ... Almost all the issues related to European security had been settled, since work on them was carried out for decades. And the only new area to work in which we can draw the Russians is a ballistic missile defense", Tauscher said.
She expressed confidence that the harsh statements by Russian officials about ABM system is part of the election campaign, and after the presidential elections in Russia the negotiations on missile defense will proceed more successfully.
