Putin proposed to create a structure on national policy
Russian Prime Minister Vladimir Putin proposed to create a state structure on the matters of national development and of international welfare.
"I believe that the federal government system needs a special structure, responsible for national development, international welfare, the interaction of ethnic groups. Now these problems are in the responsibility of the Ministry of Regional Development and current problems are displaced to a second and then third plan; this situation must be corrected", the head of government wrote in his article in "Nezavisimaya Gazeta".
Putin stressed that it must not be a standard office. "We must speak of a collegiate body which interacts directly with the President and with the leadership of the government and possesses certain powers", he wrote.
"National policy cannot be written and implemented only in the offices of bureaucrats. National, voluntary associations must be directly involved it its deliberations", Putin stated.
"Any person living in our country should not forget about their faith and ethnicity. But he must be a Russian citizen and proud of it. Nobody has the right to set national and religious peculiarities above laws of the state. However, the very laws of the state must take into account national and religious peculiarities", the prime minister wrote.
