Azerbaijan should make efforts to hold democratic election and ensure human rights. This was stated in the annual report to assess the progress of Azerbaijan in the European Neighbourhood Policy for 2012, the head of the EU Delegation to Azerbaijan Roland Kobia said. "We respect the independence and equal partnership, but there are obligations that must be fulfilled," said Kobia.
"The EU will continue working with the partners in the field of democratic change. Some partner countries have concerns on these issues, so we will assist them in democracy issues," Kobia quoted the EU High Representative for Foreign Affairs and Security Policy Catherine Ashton.
